Blood Donor Eligibility Compliance Policy

FDA has published a guidance, Blood Pressure and Pulse Donor Eligibility Requirements—Compliance Policy, addressing the regulatory requirements for determining donor eligibility that apply to establishments that collect blood and blood components for transfusion or for further manufacturing use. The document says the agency has developed the guidance in response to feedback from blood establishments regarding the donor eligibility requirements for blood pressure and pulse in regulations and the corresponding requirement for medical supervision. It describes the circumstances in which FDA does not intend to take regulatory action for a blood establishment’s failure to comply with certain regulations for determining the eligibility of blood donors with blood pressure or pulse measurements outside of specified limits.
