Debarment Ordered in Unapproved Drugs Case

Federal Register notice: FDA has permanently debarred William Ralph Kincaid from providing services in any capacity to a person that has an approved or pending drug product application. The debarment is based on Kincaid’s felony conviction in 2013 after pleading guilty to receiving in interstate commerce a misbranded drug with intent to defraud or mislead. He admitted that he obtained over $2 million in unapproved drugs from Quality Specialty Products (QSP), a foreign company, for use at East Tennessee Hematology-Oncology Associates. Additionally, Kincaid and McLeod Cancer billed Medicare, TennCare, and other government health benefit programs approximately $2.5 million for these unapproved drugs. To view the notice, click here.
