# FDA Can Promote Drug Competition: Consultants

Matrix Global Advisors says there are ways the next FDA commissioner can address drug prices by promoting competition. In a [white paper](http://www.pcmanet.org/wp-content/uploads/2017/04/MGA-FDA%5FReport%5FApr%5F2017.pdf?ref=fdaweb.com), the consulting group says the “widespread public frustration over drug prices is an indication that competition must begin receiving attention at FDA comparable to what has been focused on innovation.” The paper recommends using PDUFA and GDUFA reauthorization negotiations along with appointment of a new commissioner to address drug pricing by prioritizing drug competition. It recommends: 

- encouraging “first generic” applications by reducing review times for generics for products that do not yet have a generic equivalent;
- preventing misuse of REMS so branded manufacturers cannot use them to deny samples to potential generic competitors;
- reducing barriers to generic entry so that user fees are not an obstacle and by reducing the review period for standard ANDAs;
- dedicating more resources to brand-on-brand competition; and
- streamlining the application process for biosimilars to reduce review times.
