# FDA Chief Counsel Amin Resigns

FDA chief counsel **Stacy Cline Amin** is stepping down effective today after leading the agency’s legal shop for over two years. “During a time of unprecedented challenges at the FDA, Stacy has played a critical role in nearly every aspect of our Covid-19 pandemic response efforts, including record numbers of emergency use authorizations (EUAs), guidances, Warning Letters and enforcement actions,” commissioner **Stephen Hahn** said in an [email to employees](http://www.fdaweb.com/download.php?file=OCC%5FPersonnel%5FNews.pdf). “Most notably, she helped establish the guidelines that the FDA would follow to ensure our scientists could conduct independent, transparent, and science-based reviews of vaccine safety and efficacy.”

Amin joined FDA 9/2018 after serving the Trump Administration as senior associate counsel to the president. Prior to her administration post, Amin served as chief counsel to the U.S. Senate Committee on Health, Education, Labor and Pensions, and before that as counsel to the U.S. House of Representatives Energy and Commerce Committee. Earlier in her career, she clerked for judge **John R. Gibson** of the Eighth Circuit Court of Appeals. Amin earned her bachelor’s degree from George Washington University and her law degree from Harvard Law School.

Hahn said principal deputy chief counsel **Mark Raza** will serve as acting chief counsel. Raza currently leads the Office of Chief Counsel’s (OCC) Covid-19 emergency response team. He joined OCC in 1990 and has worked in the areas involving biological products, devices, emergency preparedness and response, information disclosure, and litigation (both civil and criminal), among others, according to Hahn. Raza is a graduate of Harvard Law School and Boston College.
