FDA says it is launching a Rare Disease Framework Initiative “to reimagine the development of drugs and biologics for rare diseases.” In a [statement](https://www.hhs.gov/press-room/fda-launches-rare-disease-framework-drug-development.html?ref=fdaweb.com), which includes a link to a new white paper on the initiative, the program will “develop an optimized, fit-for-purpose framework that reflects the realities of rare disease drug development by considering the nuances of each disease, patient needs, product type, and the evidence that can be realistically generated in small patient populations.”

The statement quotes HHS secretary **Robert F. Kennedy** Jr. as saying the initiative “will remove unnecessary barriers, embrace cutting-edge science, and accelerate promising treatments while upholding FDA’s rigorous standards.”

The agency has long used regulatory flexibility and developed targeted programs to support innovation in developing drugs and biologics for rare diseases, the statement says. It says those efforts have led to meaningful advances for patients and families. But, it adds, with only about 5% of rare conditions having an FDA-approved treatment, the agency agrees with patients, drug developers, and providers that more must be done to speed the development of safe and effective treatments for rare diseases. The new framework commits FDA to:

- provide greater clarity, consistency, and predictability in regulatory decision-making through tailored guidance and transparent communication;
- embed the patient’s voice both early and at clearly defined milestones in the drug development and review process;
- further leverage external expertise to support customization of regulatory review;
- apply risk-based approaches, particularly to chemistry, manufacturing, and controls review and pre-approval inspections;
- champion the use of cutting-edge science, novel methods, and innovative approaches in rare disease drug development.

The initiative will be led by the FDA Rare Disease Innovation Hub, partnering with the Office of the Commissioner, CBER, and CDER.
