# Hogan Lovells Hires Former FDA Chief Counsel Raza

Former FDA chief counsel **Mark Raza** has joined Hogan Lovells Cadwalader as senior counsel in its Pharmaceuticals and Biotechnology practice. Raza has more than 35 years of FDA experience, including service in the agency’s Office of Chief Counsel. He retired in 2025 after serving four years as chief counsel.

“Throughout his tenure, he advised on matters involving biological products, medical devices, information disclosure, human subject protection, combination products, and other complex issues,” a Hogan Lovells release says. “He also successfully represented the agency in both civil and criminal litigation and led the Office of Chief Counsel's COVID-19 emergency response team.”

Raza joins recent hires at the firm that include former CBER Office of Compliance and Biologics Quality **Melissa Mendoza**, and former CDER Office of Regulatory Policy director and former FDA chief of staff **Elizabeth Jungman**.

Raza received his law degree from Harvard Law School.
