# House Delays FDA Budget Floor Vote

A floor vote on FDA’s fiscal year 2024 budget bill was passed over 7/27 by House Republican leadership eager to begin the chamber’s August recess early, shelving the legislation until September when Congress returns. The measure was put on hold “amid internal discord about funding levels and policy gripes,” according to a [report](https://www.google.com/url?sa=t&rct=j&q=&esrc=s&source=web&cd=&cad=rja&uact=8&ved=2ahUKEwisoMSt36-AAxVtpIkEHXUqB5IQFnoECCwQAQ&url=https%3A%2F%2Fwww.ktsm.com%2Fnews%2Fhouse-gop-leaders-punt-agriculture-funding-bill-over-internal-discord-start-recess-early%2F&usg=AOvVaw3gpCAoumMId8iKvMGzgF6g&opi=89978449) in *The Hill*.

The controversial bill was met with a White House veto threat earlier this week ([see story](https://www.fdaweb.com/fda-spending-bill-will-see-veto-white-house/)). The Biden Administration said it was concerned that the cuts to the agency’s budget would “leave the FDA underprepared to address ongoing and urgent public health challenges in FY 2024,” among other issues. The House spending bill provides $3.5 billion in direct budget authority, and $3.1 billion in authorized user fees— for a total budget of $6.6 billion. Under the budget proposed in March ([see earlier story](https://www.fdaweb.com/fda-seeks-372-million-10-budget-boost-for-fy-2024/)), the agency was seeking a $372 million (10%) boost above current spending levels and a $150 million increase in user fees. The total FDA funding being proposed was $7.2 billion.

The decision to delay the bill comes as “House conservatives have pressured GOP leaders to further slash the funding levels in the bill — and in other funding bills,” according to the report. “Moderate lawmakers, meanwhile, have taken issue with a provision in the ag-FDA legislation that would limit access to an abortion pill.” Lawmakers will be met with a sense of urgency when they return from their break in September, with only 12 days in session before the 9/30 budget deadline.
