MAPP on IND Clinical Holds

CDER has issued a Manual of Policies and Procedures (MAPP) on issuing and overseeing clinical holds of investigational new drug (IND) applications. The MAPP says that because the regulations specify that an IND goes into effect 30 days after it is received by FDA unless the agency imposes a clinical hold, CDER will review all original INDs and within 30 days will determine whether there may be grounds for imposing a clinical hold.

The MAPP goes on to specify steps that will be taken with the sponsor to resolve the matter before a clinical hold is imposed and steps to be taken when a partial or full hold is imposed.
