# MAPP on Reviewing DEA Research Protocols

FDA has issued a Manual of Policies and Procedures (MAPP) establishing responsibilities and procedures for the controlled substance staff in the CDER Office of the Center Director to review research protocols sent to the staff from the Drug Enforcement Administration (DEA). The [MAPP](http://www.fda.gov/media/71646/download?ref=fdaweb.com) cites a regulatory requirement that HHS review and comment on the scientific merit of the studies and qualifications of investigators researching with Schedule 1 controlled substances and then respond to DEA. That authority has been delegated to the CDER controlled substances staff, it says.
