# ‘Objectionable Conditions’ at Arbor Eyecare

A 4/12-4/20 FDA inspection at Arbor Centers for EyeCare (**David Lubeck**, MD), Orland Park, IL, identified objectionable conditions in the center’s work as sponsor/investigator for two clinical investigations. An 11/18 [Warning Letter](https://www.fda.gov/inspections-compliance-enforcement-and-criminal-investigations/warning-letters/david-m-lubeck-mdarbor-centers-eyecare-643531-11182022?ref=fdaweb.com) says the inspection was conducted as part of the agency’s Bioresearch Monitoring Program. The specific issue raised in the letter was failing to submit an IND application for the conduct of a clinical trial with investigational new drugs.

The agency says the center’s response to the form FDA-483 was inadequate for several reasons.

Arbor was told to respond with a list of specific actions it has taken to address the violations and prevent their recurrence.
