# Payers Should Help in Evidence Generation: Report

Researchers from FDA and the University of Pennsylvania say payers can be crucial allies in improving evidence generation to inform clinical practice because better data would better inform coverage decisions. Writing in *JAMA*, the researchers [say](https://jamanetwork.com/journals/jama/fullarticle/2820534?ref=fdaweb.com) increasing payer involvement in evidence generation “can benefit all participants in the medical innovation ecosystem.”

The paper references a 7/2023 meeting of FDA and representatives of the health insurance industry to discuss payers’ needs for evidence from confirmatory trials for products approved under the accelerated approval pathway. It notes that the agency’s authorities on confirmatory trials after accelerated approval were recently strengthened.

The authors discuss why evidence generation should matter to payers, and the role of payers in accelerating the conduct of clinical trials, engaging with the medical products industry on trial design, and improving the quality of claims data.

The authors say an important first step in increasing payer involvement in evidence generation would be to have more payer involvement in conversations about clinical trials. “Because payers clearly have a stake in evidence generation” the paper concludes, “outlining these priorities publicly, in collaboration with federal and non-federal partners, would strongly signal support for better clinical trials and lay groundwork for additional collaborations on trials that answer questions relevant to payers’ interests.”
