# Regulatory Affairs, Foods Program Under Review

HHS has opened its review of FDA’s efforts to create a unified Human Foods Program (HFP) and new Office of Regulatory Affairs (ORA) model. An agency [statement](https://content.govdelivery.com/accounts/USFDA/bulletins/37fc720?ref=fdaweb.com) says the proposed reorganization would strengthen its ability to oversee and protect the human food supply and other products it regulates.

New updates to the package that was submitted to HHS are:

- making the HFP and product Centers solely responsible for receipt, triage, and closing consumer and whistleblower complaints, rather than the role being split between Centers and field offices, to refine the processing of complaints and ultimately improve the ability to detect problems faster;
- renaming ORA as the Office of Inspections and Investigations and solidifying its role as the frontline of FDA’s field-based inspection, investigation, and import operations;
- creating an Office of the Chief Medical Officer in the Office of the Commissioner to strengthen the coordination of cross-agency medical issues;
- merging the Office of Counterterrorism and Emerging Threats and the Office of Regulatory Science and Innovation into the Office of Regulatory and Emerging Science in the Office of the Chief Scientist;
- creating an Office of Enterprise Transformation in the Office of the Commissioner to work across FDA to drive high-priority cross-cutting business process improvement efforts.

In addition to the HHS review, there has to be an Office of Management and Budget review, a Congressional 30-day review period, issuance of a *Federal Register* notice, and negotiations with unions representing affected staff.

The notice says the agency expects to be able to implement the reorganization in 2024.
