Robert Foster Named FDA Chief Counsel

HHS has appointed Robert Fox Foster as FDA’s next chief counsel. Foster previously served in the first Trump Administration as an HHS advisor to the Assistant Secretary for Preparedness and Response (4/2020 to 1/2021). He then moved to Capitol Hill to serve as a senior attorney on the U.S. Senate Health, Education, Labor, and Pensions Committee. Prior to his HHS stint, Foster was the chief legal officer of two bio-tech companies — SaponiQx (4/2023 to 1/2025) and Mink Therapeutics (4/2024 to 1/2025). He received his undergraduate degree from the Catholic University of America, and his law degree from Rutgers Law School.
