Trump Blocks FDA, Other Federal Register Notices

The Trump Administration has temporarily blocked new FDA and other agencies’ Federal Register notices until they have been reviewed and cleared by a presidential appointee or designee. A memo entitled “Regulatory Freeze Pending Review” calls on agencies to not send regulation notices to the Office of the Federal Register (OFR) until a department or agency head appointed or designated by the president reviews and approves the regulation. With respect to regulations that have been published in the OFR but have not taken effect, the memo temporarily postpones their effective date for 60 days “for the purpose of reviewing questions of fact, law, and policy they raise.” The public inspection site that displays 1/25 pre-publication notices indicates that two scheduled documents have been withdrawn.
