# Trump Orders Strategic Reserve of APIs

President **Donald Trump** has issued an Executive Order calling for actions to replenish the Strategic Active Pharmaceutical Ingredients Reserve (SAPIR) that was created during his first term and then, he says, was depleted by the Biden administration’s lack of effort to ensure domestic sources for essential medicines. The [order](https://www.whitehouse.gov/presidential-actions/2025/08/ensuring-american-pharmaceutical-supply-chain-resilience-by-filling-the-strategic-active-pharmaceutical-ingredients-reserve/?ref=fdaweb.com) says the HHS Assistant Secretary for Preparedness and Response (ASPR) has 30 days to develop a list of about 26 drugs that are especially critical to the health and security interests of the nation and an accounting of existing, available funds that could be used for the preparation and opening of the SAPIR repository and to obtain and maintain a six-month supply of active pharmaceutical ingredients (APIs) for the critical drugs.

The order says the ASPR is to purchase a six-month supply of the critical APIs, with a preference for obtaining domestically manufactured APIs if possible. The ASPR is also given one year to develop a proposal and cost estimate for opening a second SAPIR repository.

Earlier this week, the ASPR [toured](https://www.fdaweb.com/hhs-touts-pharmacy-on-demand-project/) On Demand Pharmaceuticals’ new centralized production and repackaging manufacturing facility in Maryland that HHS says produces APIs for critical medicines. With the Executive Order closely following the visit, presumably, On Demand could receive a contract to provide APIs to deposit in the SAPIR.
